Proposed Technical Specification Setpoint Revisions, LSSS 3.3 and LCO 4.4.1 Re ferences: See Attachment 1 i

Dear Mr. Miller:

1 Pursuant to the Nuclear Regulatory Commission letter Reference (1), we have  ;

completed the first phase of identifying the Instrument Trip Settings and i Absolute Values for most of the setpoints contained in Table 3.3.1 of i LSSS 3.3 and Tables 4.4-1 through 4.4-4 of LCO 4.4.1. Those setpoints com-pleted in this first phase are generally the Category I and Il setpoints as outlined in Reference (2) and subsequently modified by References (3) and (4). The remaining setpoints to be evaluated are identified as Category III items , and are presently being evaluated.

The methods employed to establish the new setpoints and a summary of the pro-posed Technical Specification revisions are included as Attachment 2.

The proposed Technical Specification revisions are included as Attachment 3.

The change to LCO 4.4.1, Table 4.4-3, the Basis for LCO 4.4.1, and Attach-ment II requested in P-77188 Reference (5) are superseded by this request.

1 The enanges to LCO 4.4.1, Table 4.4-1 designated as items 1), 2), and 3) requested in P-77228 Reference (6) are also superseded by this request.

It is our understanding that a Reportable Occurrence report is not required for trip points which are not within the tolerances of the Instrument Trip Settings, but do not exceed the Absolute Values specified in the Tables.

' changes are exempt from amendment fees since they are in response to a writ-ten Commission request for the application (10CFR170.22, footnote 2) .

We request that the amendment issued in response to- this proposal be ef-fective 90 days af ter the date of issuance.
