Dear Sirs:

As per discussion with Ted Michaels, the NRC project manager for the WPI reactor, the application to the NRC for authorization to convert the WPI fuel to low enriched uranium is enclosed under separate cover, as required by 10 CFR 50.64. This application includes five copies of the revised safety analysis report / technical specifications, with two copies of the results of calculations performed by Argonne National Laboratory in support of this application.

The only changes in the technical specifications occurred in sections 4.2, 4.4, and 4.5.2. The latter two sections are changed as a result of fuel dimension changes and changes as a result of the ANL calculations.

The change in section 4.2 is a result of the Washburn Building renovation in 1985. Since the upstairs rooms are now in use quite frequently, the addition of shielding for operation chove 1 KW would reduce the radiation levels to below that of a restricted area, and result in a decrease of exposure to personnel in these areas.

There are no necessary changes in the physical security or emergency planning as a result of the conversion to LEU. Compliance with 10 CFR 73 will be maintained since WPI possesses less than 5 Kg of U-235.

All licensed operators will undergo requalification training and examination by the WPI Reactor Facility Director for the LEU core before being allowed to operate the reactor under their normal operating duties.
