REQUALIFICATION PROGRAM EVALUATION. REPORT NO. 50-134/87-02 (OL)
On May 11, 1987, the NRC audited the administration of your annual requalifi-
cation written examination.
This-audit was prompted by your admitted practice
of allowing licensed operator requalification written examinations to be taken
home on an honor-system basis. We view this as'a serious management deficiency
in that these examinations are used to certify to the NRC that licensed indi-
viduals have successfully completed the' licensed operator requalification
program and are proficient enough to warrant license renewal under the provi-
sions of 10 CFR 55. The purpose of this audit was to determine if unproctored
examinations had adversely affected operator knowledge.

Areas examined during this evaluation are described in Enclosure (1) to this
letter. Within the scope of this evaluation, the. requalification training
!

program was found to be satisfactory.
Your commitment to continue to' admin-
ister your requalification program in accordance with NRC policy as expressed

in Enclosure (2) to this let.ter and in your NRC-approved requalification
.

program is noted and will be subject to future audit and inspection.
Based on
the findings of this audit and as of the date of this letter, we will resume

processing operator license renewal applications from your facility according'
to current NRC policy and directives.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosure will be placed in the NRC Public Document room.
