Dear Mr. Michaels:
As we discussed in our telephone conversation on 4 March 1988, all WPt licensed operators will be trained and examined before being allowed to operate with the LEU fueled core.
The training will consist of operators studying all core related changes, such as those discussed in the ANL report on the WPI fuel conversion, as well as changes in the WPI Safety Analysis report and technical specifications as submitted to the NRC. Examinations will be given as part of the annual requalification exams which will cover all significant reactor parameters relating to the LEU fuel change.
