U. S. Nuclear Regulatory Commission Washington, DC 20555 Re: Docket No. 50-134 License R61 1986 Annual Report Supplement

Dear Sir:

As discussed with John Dosa, the NRC Project Manager for WPI, the following information is submitted as a supplement to the 1986 Annual Report.

Safety analysis of the updated picoammeters which were installed to replace the G.E. stable picoammeters in the two linear safety channels has shown that the updated units, in addition to being more reliable, have similar safety specifications such as accuracy, a id stability, to the original G.E.

units, with the response time of the updated units being superior, particularly at lower power levels.

The prevention of scram recurrence should improve over 1986 since the reactor operators licensed in 1986 will gain experience in operator error prevention. The cause of the electronic transients which caused two scrams in 1986 will also be eliminated with the upgrading of electronic instruments, scheduled for 1987.

Efficientreleaseshavebeenwellwiginthatofpreviousyears, withthe only release being trace amounts of Ar due to activation in the beam port and thermal column at power levels abcve 1 kw.

If further information is desired, please contact me.

Sincerely, l

f kh- .1 Thomas H. Newton, Jr.
