.s o ATTACHMENT B Justification, Discussion No Significant Hazards Considerations On September 3,1982, the Omaha Public Power District (OPPD) received materials License SMC-1420 which authorized possession of natural uranium hexafloride (UF6 ) at Fort Calhoun Station. It was later determined that while OPPD will need this material in the future, OPPD did not and will not require this material onsite, and in April of 1986, OPPD shipped the material offsite to Martin-Marrietta Energy Systems - DOE Production Facility in Paducah, Kentucky. With the materials offsite, the license is no longer required. This license is presently due to expire on August 31, 1987.

No Sianificant Hazards Considerations OPPD has evaluated the proposed change to determination if significant hazards exist. As such, the following if presented;

1. Would the change involve a significant increase in the possibility or consequences of an accident previously evaluated?

No. Since UF6 will no longer be stored onsite, there will be no possibility of a toxic gas accident involving Hydrogen Floride.

2. Would the change create the possibility of a new or different type of accident from any previously evaluated?

No. This change, being a removal, will have no effect on the possibility for an accident or malfunction of a different type than any evaluated previously by the SAR.

3. Would the change involve a significant reduction in a margin of safety?

No. Since this is a removal of Hydrogen Floride, there will be no possibility of a toxic gas accident involving UF ,6 and the associated detection requirements are no longer required.
