' Attachment to SFR l-KC-76 The reco== ended action is rejected.

No design deficiency exists in the design of the Halon Fire Protec tion System. This was clearly stated in the disposition of SFR 1-MC-59.

As stat ed in SFR 1-KC-;9, there exist s no requirement for the manual (electric) actuation pushbutton to everride the (key lock) inhibit switch.

The sole purpose of the inhibit switch is to prevent accidcntal discharge

_ of the system during maintenance. The Plant Technical Specifications and the Plant Maintenance Frocedurcs should require the personnel involved in such work activites to t :ke whatever precautions are required to provide adequate fire detection and suppression capability during that time which the system is inhibited.

No design change is required. .

No coordination is required.

/ttachment to SFR l-KC-59 The recommended action is revised as follows:

The applicable requirements for Halon Fire Extinguishing Systems and Super-vised Signaling circuits as established by NFPA 12A (1973) and NFPA 72D (1975) are satisfied by the present system configuration as explained below.

Manual " electric" discharEe is not required to overide the inhibit switch.

The purpose of the key lock inhibit switch is to isolate the panel controls during period of maintenance-to avoid accidental discharge. Fire detection in the hazard area is maintained on separate circuits and should therefore still be operable during panel inhibit conditions. Further, a panel inhibit will generate a trouble signal on KC-008; the control room operator will therefore be aware of the panel status. Fire extinguishers and hose stations are available for fire fi5 hting purposes during maintenance periods.

! The halon systems are designed to be automatic per the NFPA code. Credit has not been taken for manual intervention of normal operations because personnel may not be in the area at all times.

The subject pushbutton serves as the primary emergency means .of system operation with a secondary mechanical neans located at the bottles.

Note that a discontinuity, if, "open" in the actuation circuit, will generate a trouble signal. The circuit is not required to maintain operability during an open condition but it is supervised. The operations therefore comply with the requirenents of NFPA 12A and 72D.

Note that Viking has indicated that the halon control panels were . approved by Factory Mutual Enginering Corporation as presently designed.

The vendor instruction manuals will be revised to correctly detail the effects of a panel inhibit.

The disposition was coordinated with D. Arnold and C. Skinker (SNUPPS Mechanical) and D. Yerdon, Site Engineering.
