PILGRIM STATUS REPORT FOR THE PERIOD JULY 17 - JULY 23,1986 Enclosed is th'e Pilgrim weekly status report from the NRC Resident Office at Pilgrim. Three NRC Resident Inspectors monitored routine activities at the plant during the report period. The reactor remained in cold shutdown through-out the period for maintenance.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities. Subsequent in-spection reports will address many of these topics in more detail.

ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD JULY 17 - JULY 23, 1986 1.0 Plant Status As of 8:00 a.m. on Jul3 23,1986, the reactor was in cold shutdown with the reactor coolant temperature at about 110 degrees Fahrenheit.

, 2.0 Facility Operations Summary The plant has been shut down for maintenance and to make program improve-ments since April 12, 1986. Boston Edison Company announced that planned inspections of all four (4) Residual Heat Removal pumps in the Emergency Core Cooling System, conduct of !ocal leak rate testing and integrated leak rate testing will lengthen the current outage.

3.0 Items of Special Interest Containment Leakage Testing Since April 12, 1986, 78 containment penetrations have been tested with l two failing to meet the established leak rate limits. The first failure i was of an outside hatch of a drywell access penetration as described in the weekly status report covering the period July 3 through July 9,1986.

The second failure occurred during the past week when one of three redun-dant seals in the nitrogen purge line penetration failed a leak rate test, however, the two backup seals on the penetration had leak rates that were less than 5% of the allowed limit.

Leak rate tests on 111 isolation valves have been completed with 13 fail-ures. The most recent failure occurred last week when one of two redundant isolation valves on the nitrogen purge exhaust line failed a leak rate test. l The second isolation valve has not yet been tested.

The leakage through isolation valves and containment penetrations alone has exceeded the regulatory limits for total containment leakage. The implications of this with regard to design basis calculations involving the containment and the need for an increased frequency of testing are l under review. The leaking components will be repaired and tested prior  ;

to a reactor startup. The entire primary containment will be also leak-checked prior to startup in an integrated leakage test.

2 Reactor Building Stack Sample Pump During the past week, one of two redundant sample pumps for the reactor '

building exhaust became inoperable due to an electrical problem in the pump circuit breaker. These pumps are used to continuously samole effluent from the stack. The backup pump was placed in service when the first pump failed. The breaker problem was subsequently fixed and the first pump returned to service.

ENS Malfunction On July 22, 1986, the licensee reported that the Emergency Notification System (ENS) telephone circuit at the Alternate Emergency Operations Fa-cility (AEOF) was not functioning. This telephone circuit is a direct line between the AEOF in Bridgewater, Massachusetts to the NRC Operations Center in Bethesda, Maryland. Other telephone lines at the AEOF could be used for emergency communication. The AEOF would be used in an emergency to coordinate offsite activities if the Emergency Operations Facility (E0F) in Plymouth, Massachusetts was not available.

4.0 NRC Staff Status during the Period Three NRC Resident Inspectors monitored plant activities between July 17 and July 23, 1986. Currently, the resident inspector staff at Pilgrim consists of the following:
