September 14, 1985 Memoradum For:
Allegation Files (RV-85-A-OO58)
Cook / h From:

Subject:
' Follow-up contact with alleger Yesterday afternoon Mr. Staggs called again regarding the allegation.
He said he did not feel he could ask his source to call the NRC, since the NRC is available to all plant workers at any time and that is widely known at the site.
It appears that Staggs has still not asked any of the electricians, with the possible exception of Tait, to call us directly.
I again stressed that if documents are being destroyed it is important that we identify those documents end the individuals involved quickly.
He seemed sympathetic to this concern, but it is unclear whether he will make any direct requ'est to his sources that they contact NRC.
He also stated that his source now says records are being removed, not destroyed.
I responded that this does improve the situation much.
NRC still needs to identify the documents and individuals quickly.
Staggs stated he did not feel he could assist NRC in contacting his sources any further.
I later called Alan Moyer, Managing Editor of the Arizon Republic, to express my concern over this situation.
I eplained that, although any information could be significant in protecting the public, I did not expect Mr. Staggs to provide the names of sources who had asked for confidnetiality.
I explained that I did feel that the newspaper was free to provide the names of individuals e
who had agreed to be quoted in print, and that the fact that the story had not run did not alter the willingness of these individuals to be identified.
He stated that he would have to back his reporter, Mr. Staggs, on any decision related to protecting sources.
I then told Moyer of Staggs' vacillation on asking his other "on-the-record" source to call NRC.
He said that he would ask Staggs to follow through on his previous committments to ask the source to call us.
