REQUEST FOR TRANSFER OF RESPONSIBILITY FOR EVALUATION OF ALLEGATION RV-85-A-0021 ON POSSIBLE CORROSION OF UNIT 1 DIESEL GENERATOR AT PALO VERDE NUCLEAR GENERATING STATION In response to your memorandum of June 6,1985, subject as above, we have assumed responsibility for this allegation and have opened it under NRR-85-A-0052.

You should close RV-85-A-0021 and note under " Remarks" that it was transferred to NRR for action. Also, please reference the NRR number.

\\SU:StARY OF INFORMATION:

I returned a call to John Staggs, a newspaper reporter with the Arizona Republic.

Mr. Staggs inf ormed me that he met with six Bechtel electricians on September 4, 1985.

Two of the electricians had recently been terminated and the other four still work at PVNSS.

Mr. Staggs stated that the electricians informed him that the schedular pressure at the site is affecting the quality of work.

An instance that Mr. Staggs related dealt with an electrician informing his supervisor that a

specific installation he was working on violated design specifications.

His supervisor said, "Do it anyway and it will be red tagged".

I requested that Mr. Staggs ask the electricians to consider; 1) contacting APS on the Quality Assurance Hot Line, and/or 2) contact me so that we could evaluate the specific concerns.

Mr. Staggs stated that he didn't believe they would contact APS, but he said he would pass on my name, phone number, and request that they contact the NRC.

On September 6, 1985, I called Mr. Staggs to determine whether he had any additional specific information he could provide to me.

He stated that he is preparing to publish an article on September 7, concerning the above allegation.

I determined the following additional information: the sin individuals have worked at Unit 2; one of the fired individuals is named Tom Tait; and Mr. Staggs has had contact with at least one electrician today and is e::pecting to receive a specific wori: order number describing a deficiency later today.

I requested again that he ask the individual to contact the NRC with their concerns.
