! .On August 25, 1988, a Systematic Assessment of Licensee Performance (SALP) management meeting was held in Plymouth, Massachusetts. The meeting was open

to the public, and the results of the SALP 50-293/87-99 covering the period of i February 1, 1987 to May 15, 1988 were discussed. Also, on August 26, 1988, the NRC Advisocy Committee on Reactor Safeguards conducted a publicly held sub-committee meeting on the proposed Pilgrim Restart at the Plymouth Memorial Hall in Plymouth, Massachusetts.

The Pilgrim bi-weekly status report is intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD AUGUST 13-26, 1988 1.0 Plant Status As of 8:00 a.m., on August 26, 1988, the reactor was in cold shutdown mode l with moderator temperature about 96 degrees Fahrenheit.

1 2.0 Facility Operations Summary

, The plant has been shutdown for maintenance and to make program improve-ments since April 12, 1986. The reactor core was completely defueled on February 13, 1987 to facilitate extensive maintenance and modification of

, plant equipment. The licensee completed fuel reload on October > 14, 1987.

. Reinstallation of the reactor vessel internal components and the vessel head was followed by completion of the reactor vessel hydrostatic test.

The primary containment integrated leak rate test was also completed dur-ing the week of December 21, 1987. During this period, the licensee performed routine maintenance and surveillance tests.

3.0 Items of Special Interest

j NRC Integrated Assessment Team Inspection (IATI) i The NRC completed the Integrated Assessment Team Inspection (IATI) and i held an exit interview with the licensee management on August 24, 1988.

i The IATI was conoucted on August 8 through August 24, 1988, and involved over 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> of direct inspection by the thirteen member team. The inspection team was composed of both Region I and the Office of Nuclear Reactor Regulation (NRR) personnel. In addition, two Commonwealth of Massachusetts observers participated. Mr. A. Randy Blough, Team Leader, Mr. Samuel J. Collins, Team Manager, several of the team members, and Mr. William T. Russell, Region I Administrator, attended the exit inter-view. Also present at the exit meeting representing the Commonwealth of Massachusetts was Mr. Peter Agnes, Assistant Secretary for Public Safety.

The results of the inspection were generally positive and confirmed the recent NRC's Systematic Assessment of Licensee Performance (SALP) 50-293/87-99 conclusions; the licensee management's initiatives have been generally successful in correcting staffing, organization, and material deficiencies. Messrs. Collins and Russell conducted a press briefing following the exit meeting which was widely attended by local press.

t Enclosure 2 i SALP Management Meeting A Systematic Assessment of Licensee Performance (SALP) management meeting for the Pilgrim facility was held on August 25, 1988, at Sheraton Plymouth at Village Landing in Plymouth, Massachusetts. The results of SALP 50-293/87-99 covering the period of February 1,1987 to May 15,1988 were discussed. The meeting was open to the public.

ACRS Subcommittee Meeting A subcommittee of the Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards (ACRS) held a technical meeting on Argust 26, 1988, in Plymouth, Massachusetts, to discuss the proposed restart of the Pilgrim Nuclear Power Station in Massachusetts.

The meeting began at 8:00 a.m. at the Memorial Hall, 83 Court Street.

Mr. Samuel J. Collins, Deputy Director - Reactor Projects, Region I, led a NRC presentation discussing the inspection process, enforcement history, and current status of Pilgrim during the meeting. Representatives of the Bosten Edison Company also made a presentation before the subcor.mittee.

The meeting was open to the public and the public comments were received by the subcommittee between 2:30 p.m. -

5:00 p.m. On August 25, 1988, a plant tour was conducted by the licensee for the subcommittee members.

The ACRS is a statutory Committee established to aavise the Commission on the safety aspects of proposed and existing auclear facilities and the adequacy of proposed reactor safety standards, and to perform such other duties as the Commission may request.

Resident Inspector In addition, a reactor engineer f rom Region I was onsite during the week of August 22, 1938, to assist the re;ident inspectors in reviewing the licensee's corrective actions on previous inspection findings. The results of these inspector activitias will be documented in the NRC Inspection Report 50-293/88-27.
