Dear Mr. Miraglia:

As a result of excessive component vibration, the Rancho Seco TDI diesels have been subjected to an intense examination and testing program. We intend to submit a formal report on this program to the NRC upon its completion. Although the engines will be shown to have acceptable vibration levels for long-term, safety-related operation, the District will take the following actions in the future to monitor the diesels for vibration.

1) TDI Owner's Grouo maintenance and surveillance Drocram Proposed Technical Specification Amendment No. 147 committed to the maintenance and surveillance program which was devel-oped by the TDI Owner's Group and accepted in NUREG-1216.

This program includes key aspects of an ongoing vibration monitoring program, such as hourly chocks of piping for leaks during diesel engine operation, inspection of various jacket water nozzle welds during each routine diesel engine operation, and measurement of turbocharger and diesel engine vibration during 24-hour surveillance runs and subsequent comparison to baseline data. The 24-hour surveillance runs are performed at each refueling interval (see Proposed Amendment No. 147).

2) Preventive maintenance The District has a site-wide preventive maintenance program to monitor the vibration of major equipment such as the TDI diesels. A program separate from the surveillances and checks described above, this program directs the nonitoring of affected equipment on a 90-day interval (procedure M.159) 8802110357 000201 2 Of(

. O FEB 011988 Frank J. Miraglia, Jr. GCA 88-032 and ensures that an unanticipated increase in vibration lev-als will be detected in a timely manner. This monitoring will continue until the modeling performed as part of the Long Tern study (item 3) identifies changes to be imple-mented, or determines that no changes are required.

3) Lona Term study The District will also evaluate the entire design of the TDI diesel piping and auxiliary skid arrangement to determine if an alternate design is more advantageous. This review is considered a long-range item and will be conducted after Rancho Seco restart, but prior to the next refueling outage.
