Mr. G. Carl Andognini Chief Executive Officer, Nuclear Rancho Seco Nuclear Generating Station 14440 Twin Cities Road Herald, California 95638-9799

Dear Mr. Andognini:

l J

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION - DIESEL VIBRATIONS (TACNO.67001)

NRC staff representatives visited Rancho Seco in December 1987 to evaluate excessive vibrations associated with the TDI diesel generators. During an exit interview on December 15, 1987, the staff requested and received the following information:

r 1.

The acceptance criteria for determining that measured piping velocities are within acceptable bounds, t

i 2.

The complete qualification of the turbo charger supports.

3.

The complete qualification of the shroud /exo-skeleton structure.

t 4.

Verification of the assumption that the engine may be considered rigid, as a basis for seismic qualification.

t 5.

The Stone and Webster reports on the base line vibration measurements which showed unacceptable vibrations'at various points in the diesel generator components and piping system.

The staff is presently evaluating the infonnation received during the site visit. Based on our site visit and a preliminary review of the material listed above, we would like the following additional information to complete our review of the adequacy of your corrective actions to. reduce the diesel vibrations 1.

The calculation of the allowable vibration levels as detennined by Duke Power utilizes screening velocity criteria of.9 in/sec pk for carbon steel and 1.8 in/sec pk for stcinless steel. Provide the basis for these criteria.

2a. Provide the dynamic analyses for the final configuration of the lube oil system and the jacket water system subjected to diesel engine transient and steady state operation.

26. Provide a comparison of calculated and measured velocities and.

displacements, and show that the maximum stressess are below the appropriate stress criteria on which the allowable peak velocities and displacements are based.

3.

Provide a comparison of measured velocities and displacements in'the modified configuration of the "A" diesel generator, with those shown in the baseline vibration surveys.

4.

Provide an evaluation for the root causes of the engine vibrations.

If you have any questions relative to this request, please comunicate with the NRC project manager assigned to your plant.

Sincerely, original signed by George Kalman, Project Manager Project Directorate Y Division of Reactor Projects - III, IV, Y and Special Projects Office of Nuclear Reactor Regulation cc: See next page
