Dear Mr. Miraglia:

In an effort to ensure dependable operation of the new TDI Diesel Generators, the District has undertaken an exhaustive testing program for the diesels and their auxiliaries. This testing has been detailed in several previous District submittals. A summary of TDI testing and reports, along with previous submittals, is provided below.

A series of pre-operational tests and inspections were performed to verify functionality. The TDIs were then tested under a variety of conditions to meet the requirements of the Technical Specifications (Amendment No. 94) and the guidance presented in Regulatory Guide 1.108 "Periodic Testing of Diesel Generator Units Used As Onsite Electric Power Systems at Nuclear Power Plants." To date, the performance of the following procedures has been completed:

STP.195 A,B - New Diesel Generator Integrated System Phase 1 Testing. This test included: 1) testing for annunciators,

2) diesel auxiliaries, 3) radiators, 4) local control,

load, and 10) vibration and torsiograph baseline runs.

STP.1009 A,B - New Diesel Generator Integrated System Phase 2 Testing. This procedure demonstrated:

1) functioning of diesel protective logic, 2) remote control from the control room, 3) synchronize to grid, load and unload diesel generator, 4) "maintenance mode" lockout,
5) 100% load rejection capability, 6) 35 valid starts,
7) auto-start and loading upon LOOP and SFAS signals

GCA 88-145 STP.1134 A,B - Post Modification and Integrated System Phase 2 Retest. This procedure: 1) retested deficiencies identified during STP.195 A,B, and STP.1009 A,B,

2) functionally tested the starting air and pneumatic control air systems, 3) measured lube oil consumption,
4) performed 24 runs at greater than 2900 KW, 5) load rejections, 6) LOOP starts, and 7) SFAS hot restarts.

STP.961 - Loss of Offsite Power (LOOP). This procedure performed integrated testing of the electrical distribution systems under various combinations of LOOP and SFAS conditions.

Testing and inspection under the TDI Owners Group and NUREG 1216 guidelines is complete and the Engineering Summary Reports were transmitted on July 8, 1987 and January 4, 1988.

The District has also adopted the maintenance and surveillance programs developed by the Owners group and described in NUREG 1216.

In addition to the testing performed under NUREG 1216, testing on support systems and performance have also been completed and transmitted on February 25, 1988 as listed below:

o TDI Startup Air o TDI Backup Air o Lube Oil Consumption o TDI Vibration Report An update to the Vibration Report, in addition to a comprehensive summary report on all TDI activities, will be submitted at a future date.

Surveillance testing has been completed (with one exception) to meet the requirements of recently issued License Amendment No. 94. The exception is performance of a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> run of the TDIs at 3000 to 3300 KW as required by new Technical Specification 4.6.3.C.6. As detailed in the March 9, 1988 letter from J. B. Martin to G. Carl Andognini, enforcement discretion has been granted to allow this 24-hour run to be performed no later than March 15, 1988.

Based on the number of successful tests performed, including the required surveillance tests, the TDI Diesel Generators have been declared OPERABLE in preparation for entering the Heatup-Cooldown mode.
