Dear Mr. Reid:

The District proposed, in our July 19, 1977 letter to the NRC, l

to install a second level of. voltage protection for the onsite power i

system including coincidence logic during the 1978 refueling shutdown.

In January 1978 we provided additional details on our design and requested j

an early review.

However, recent comments ~ by the staff on our design will i

require further analysis by the District and possible purchase of additional equipment.

The 1978 refueling outage is scheduled to start on November 15, 1978 and be completed by December 23, 1978.

The District cannot perform the required calculations, obtain NRC approval and purchase the required new equipment in time to install it during the 1978 refueling outage.

The modification requires an extensive outage of both channels of the 4160 volt engineered safety features switchgear.

Therefore, the work can only be accomplished durin'g an extended outage.

Based on the above,the District proposes to have the modification approved by the NRC staff, material purchased and installed no later than the end of the next refueling outage.

This refueling outage is currently scheduled for late 1979 or early 1980.
