Dear Mr. Gammill:

The District's October 16, 1979 letter committed to having three modifications related to degraded voltage conditions completed by November 5, 1979. The District contacted D. Garner of the NRC and requested that this commitment be extended to our next scheduled outage of November 17, 1979. This extension was requested to allow the modi-fications., be made with the unit off the line. The extension is acceptable since 1) The District's operating staff has been informed of corrective actions to be taken for degraded voltage conditions; 2) with the light winter load a degraded voltage condition is very unlikely; and 3) possible onallenges to the safety systems are reduced with the unit off the line.

D. Garner agreed with the above reasons and indicated that an extension from November 5 to November 17, 1979 was acceptable and requested a written follow-up. This letter is the written follow-up requested.
