Dear Mr. Reid:

A clarification of the District's status on the degraded voltage modifications has been reouested by the NRC Staff. This informat.on is listed below.

The District's October 17, 1979 and December 6,1979 letter, in response to the NRC's August 8,1979 letter, is based on the existing onsite emergency distribution system at Rancho Seco.

It does not include the second level of coincident logic required by the NRC's June 3,1977 letter.

The purpose of the October 17, 1979 letter and the December 6, 1979 letter, was to demonstrate the adequacy of the District's existing system while the design and installation of the new system was progressing.

The District will submit to the NRC by March 3,1980, the second level coincident logic design with all required supporting analysis and documentation for review, coment, and approval. This letter will address all issues raised by the NRC in their June 3,1977 and August 8,1979 letters.
