s ARTICLE I - STATEMENT OF WORX ,

A. -EACKGROUND: The Nuclear Regulatory Com.issio'n (NRC) is undertaking several related studies to provide detailed a.,alyses of safeguards needs for specific nuclear materials in production, transport or use by-the cora.ercial nuclear power industry. These studies address specific regula tory concerns , i .e. , the need to confirm or refute current safeguarcs needs for High level Vaste in Reposi-tories, Eyproducts and Small Quantities of SNM, High Enriched Uranium craded physical protection measures. This facilities, and Statement of k'ork (50h') addresses still another area of reculatory con-cern, the potentia'l need to safeguard h*ich level Maste (HLW) during transport. >

Ine desir ed products to be submitted in a report to I RC are twofold, first.

the co.itractor will prepare a rani. ordering of the traste types in tarms of the relative potential consequences to public health and safety associ-ated with sabotage during t ransport operations. The contractor shall .

dcqur,.ent the factors and rationale supporting these conclusions. Second, th; contractor will prepare a plan whjch outlines the approach for com-pl5 tion of subsequent tasks, the impact of findings from related li: 55 sponsored projects (such as the Cask Vulnerability , Study) on this effort, data needs and gaps, if any. The plan will include recommendations on which of the HLW types defined in Task 1 and ranked in Task 3 warrant detailed consequence evaluation in light of their potential for adversely affecting public health and safety.

D. 0PTION TO EXTEl4D FERIOD OF PERFORi%NCE AND STATEMEtiT OT k'ORK This contract shall be extended, at the unilateral option of the Government, by the Contracting Officer's giving written notice of extension to the Contractor-within the period of performance specified in this contract, provided that the Contractinc Officer shall have given preliminary notice of the Government's intention to extend at least fifteen (15) days before the contract is te expire.

Task 4 - On tiRC modification and . . approval of the plan developed in

' Task 3, the contractor will perform a detailed analysis, and estimate of the. consequences of radiological release during transport from dispersal -

af ter thef t or sabotage of selected HLW materials. The contractor will consider and describe such factors as adversary modes of attack, required capabilities and resources and impact of meteorological conditions. The contractor will utilize, to the extent appropriate and feasible, the methodologies, data bases and/or findings from related tiRC sponsored studies (e.g. , the Spent fuel Cask Vulnerability Studies, the transport of Radic-nuclides in Urban Environs, the Sa feguards for HLW T.epositories, Calcula-tions of Radiological Consequences from Sabotage of Shipping Casks for Spent fuel and HLV, etc.). The desired products are reliable estimates of the extent and impact of public health consequences, contamination, use denial and cleanup ccsts that might result from radiological dispersion of HLW in both urban and rural environments. These data must be of the type and quality to s erve a s a basis for a tiRC policy decision on the need for safeguards regulations and measures for HLW.

Task 5 - The co'ntractor will identify example safeguards measures for reduction of c nsequen:es for sabotage of HLW during transport operations, consistent with established tiRC policy. 1. Monthly Prooress Reports l Each month the contractor shall submit a brief progress report in le~tter format containing the following information:

(1) a comprehensive discussion of the work performed during

' the previous month as each tesk progresses. The discussion shall include comments about progress, probisms encountered, and other pertinent technical, management, or administrative i nforma tion.

G. MEETINGS : The contractor may deem it necessary to visit NRC, DDE, DDE National Laboratories, and other sources to perform the literature search, obtain and review HLW task design infcrmation, and confer on HLW safe-guard analyses. The contractor shall meet with the HMSS PM at the con ',

clusion of each task to dicuss the work results. These meetings shall be of one day duration and shall be held at the NRC offices in Washington, D.C. or suburban Maryland, as appropriate. The contractor shall conduct briefings on study results for the NRC staff at these meetings.

In addition, it is anticipated that the NMSS PM shall meet with the con-tractor at his business location up to three times per year. These visits shall be of two days duration, or less as required, and shall focus on definition of project direction, problems, and status.

H. CONTRACTOR'S PROPOSAL The effort specified above in paragraphs A through F shall be performed in accordance with the Contractor.'s Proposal Number 587-J-6353, dated January 15, 1981, as amended by clarifications letter dated April 15, 1981, which by this reference is incorporated into and made a part of this contract as though fully set forth therein.
