Within the purriew of this authority, the representative is autho-ized to approve payment vouchers for supplies /serrices required under the contract. Tne Centracting Officer is responsible for directing or negotiating any. changes in terms, conditions, or amounts cited in the contract.

Quality Assurance Procedures "For all draft and final technical reports delivered under this contract, the contractor shall assure that an independent review and verification of all numerical computations and cathematical equations and derivations are performed by qualified contractor personnel other than the orignial author (s) of the reports. If ths contractor propdses to verify / check less than 100 percent of all computations and mathematical equations and derivations in the report (s), (such as might be the case when there are a large number of routine, repetitive calculations), the contractor must first obtain written approval from the NRC Project Officer. Computer-generated calculations will not require verification where the computer program has already been verified.
In addition, for all reports, including those which do not contain numerical analyses, a manacement review shall be conducted by Senior Level Manacement prior to submission to the NRC.
All reports shall* be annotated to indicate that the review and verificatior, has been accomplished prior to their submission to the NRC. (This tay be accomplished by use of a cover letter accompanying the report if preferable.)"

SCHEDULING AND %'{AGEMENT OF PROJECTS PLANNED FOR SUBMISSION TO THE DIVISION OF CONTRACTS FOR FY 1981 I recently met with the Division of Contracts,'to discuss ways of improving upon procurement processing leadtimes and te need to devote more time to better planning of procurement actions. Specifically, I expect the Division. of Contracts to assist in accomplishing agency program goals by utilizing its resourcefulness to. improve upon .the time it takes to award contracts. In order for the Division of Contracts to process these procurements and award contracts quickly, it is imperative that you, as managers of the requiring offices, be conTaitted to an aggressive management posture in the early plan-ning of fiscal year procurements as well as insuring that timeframes are met in the evaluation of proposals and other stages of the procurement cycle, where Program Office input is required. 1 i We 111 again use advance procurement plans asIthe mechanism for the planning o al FY'81 procurements. 4 The existing workload of the procurement office. These average times are achievable assuming diligence on the parts of all con-cerned with the procurement process. In your role as Designating Official (DO) for procurements you should be mindful of the responsibility of those individ-uals whom you assign to Source Evaluation Panels (SEP's) to adhere to agreed upon milestone schedules. Further, it is important that the projected date for submission of a Request for Procurement Action (RFPA) to the Division of Contracts take into account the necessary processing times as well as your judgment as to when a contract must be awarded in order to acquire study results, data, or other contractual products when they are needed. There are several steps which you can take to,' assure that the procurement pro-cess does not act to hamper program goals byt facilitates achievement of those goals. Tnese include: '
- 1. Preparation of a procurement plan which allows the Contracting Officer to plan his staff resources and prepare for your needs.
- 2. Early fiscal year initiation of procurements.
- 3. Coc:nunication with the Contracting Officer in advance of procure-ment request preparation.

- 4. Care in definition of the requiremer)ts and preparation of work statements. ; .
- 5. ' Expeditious evaluation of proposals.
As personnel in the Division of Contracts must work closely with Program Offices throughout the entire procurement process, I suggest that you contact the appro-priate Division of Contracts Branch Chief for your Office to meet with members of your staff to jointly develop the information need'ed for your FY 81 procure-cent plan. ITnen an RFPA, identified on your procurement plan, is received in the Division of Contracts, a milestone schedule depicting projected dates for each major step in the procurement process will be developed jointly by your staff and the Division of Contracts. I fully expect that established schedules will be-strictly adhered to. To this end, I have asked the Director, Office of Administration to closely monitor scheduling to identify significant slippages in the submission of procurement plans or the agreed upon milestone schedules. ,

3 1.7 Cosenant Against Contingent Fees (1-1.503) (a) Warranty - Termination or deduction for breach. Within 90 calendar days after the effective date of this contract, the Contractor shall furnish to the Contracting , Officer a certification that the required jewel bearings were ordered pursuant to this clause. The Contractor agrees to notify the Contracting Officer promptly of the rejection of his (or any subcontractor's) purchase orcer in whole or in part by the Plant. The requirement for purchase and use of jewel bearings from the Plant will be waived to the extent of orders rejected because of the Plant's inability to deliver. If such a waiver is granted, an equitable adjustment shall be made in the contract price or delivery schedule, or both, in accordance with the " Changes" clause of this contract. Further, the require-ment for use (but not the requirement for purchase from the Plant) of jewel bearings may be waived by the Contracting Officer when such waiver is determined by him to be consistent with established policy. (. h - 25 (v) Which results from a risk which is in f act covered by insurance or for which the Contractor is otherwise reimbursed, but only to the extent of such insurance or reimbursenent. Such reports shall indicate for each hiring location (1) the number of individuals hired during the reporting period, (2) the number of nondisabled veterans of the Vietnam era hired, (3) the number of disabled veterans of the Vietnam era hired, and (4) the total number of disabled veterans hired. V 49 (b) The amount presently available for payment and allotted to this contract, the items covered thereby, the period of performance which it is estimated the allotted amount will cover, are specified in the Schedule. It is contemplated that from time to time additional funds will be allotted to this contract up ,to the full estimated cost set forth in the Schedule, exclu-sive of any fee. The Contractor agrees to perform or have performed work on this contract up to the point at which the total amount paid and payable by the Government pursuant to the terms of this contract approximates but does not exceed the total amount actually allotted to the contract. (c) If at any time the Contractor has reason to believe that the costs which he expects to incur in the performance of this contract in the next succeeding 60 days, when added to all costs previously incurred, will exceed 75 percent of the total amount then allotted to the contract, the Contractor shall notify the Contracting Officer in writing to that effect. The notice shall state the estimated amount of additional funds required to continue perfcrmance for the period set forth in the Schedule. (a) The performance of work under the contract may be terminated by the Government in accordance with this clause in whole, or from time to time in part: (1) Whenever the contractor shall default in performanc of this contract in accordance with its terms (including in the term " default" any such failure by the contractor to make progress in the prosecution of the work hereunder as endangers such performance), and shall fail to cure such def ault within a period of ten days (or such longer period as the Contracting Officer may allow after receipt from the Contracting Officer of a notice specifying the default; or (2) Whenever for any reason the Contracting Officer shall determine that such termination is in the best interests of the Government.
