Battelle, and H&R Technical Associates were received by the set due date of 3:00 p.m.,
April 17,1981.
Two sets of each of these proposals are herewith enclosed for the evaluators' review. Each technical member of the evaluation panel will independently examine in detail each proposal and rate them against the solicitation's evaluation criteria using the agreed upon scoring system.
Each evaluator will independently prepare a separate written evaluation for each proposal which should include:
a)
Individual evaluator worksheets showing scores and supporting comments to the lowest level of detail scored.
b)
A summary score sheet keyed to the basic criteria (see attachment 3),
c)
A narrative statement which covers:
1 - any strength of the proposal which significantly affected the scoring 2 - any weaknesses significantly affecting the scoring 3 - any reservations hearing on the rating, which are believed to require further attention 4 - Questions for the clean-up negotiations with the contractor selected for award It is important that each proposal be rated on its own merit.

Upon completion of this review, a meeting will be held on April 24,1981 to discuss the panel's findings and to select a contractor.
After the panel meeting, a Final Evaluation Report and Recommendation for Selection from the designating official to the contracting officer will then be prepared. This report should set forth the consensus rankings of the panel in a narrative form with the revised scores presented in the format of attachment 2.
The report will discuss the proposals in a descending order of competitive rank and contain sufficient depth of information to permit the designating official weigh the alternatives using the facts. All panel members should sign the report as confirmation that it represents their collective opinion.
The Final Evaluation Recommendation Report will recommend that proposal whose technical / cost relationship is the most advantageous to the Government.
If any member has serious reservations concerning the technical or business capability of a proposal, these will be discussed in detail and considered by the panel for possible adjustment of the ranking.
If the differences cannot be resolved and the issue is of fundamental importance, the member's reservations will be attached as a minority opinion to the evaluation report.
Further, the report shall address the minority concern citing its reasons for rejection.
The report should be forwarded to the designating official for endorsement or rejection in sufficient time to be received by the Division of Contracts on or before May 15, 1981.
As with the initial proposals, you are reminded that all copies of the proposals should be safeguarded as they are "For Officia'l Use Only."
Additionally, the contractor is not to be contacted concerning any aspects of the proposal. All questions, clarifications, etc. from the panel or the contractor should be directed to the undersigned or the Contracting Officer.
