Request for Audit Under RFP No. RS-N:45-81-030, " Analysis of Safeguards Needs for Transport of High Level Waste" Gentlepersons:
It is requested that an audit review and analysis of cost data sutaitted by H&R Associates Inc. in their proposal to the U.S. Nuclear Regulatory Commission (USNRC) dated January 15, 1981 be conducted in accordance with FPR l-3.809(b) and that verbal report be furnished P. arch 24, 1981 followed by a written confirmation within one month.
The proposed cost plus fixed fee contract is expected to be awarded June 26, 1981. The period of performance as stated in our request for proposals is established corporation and the USNRC has no information concerning the contractor's accounting policies, cost systems, or methods or levels of operation. It is requested that you verify that the contractor's
, cost accounting system is adequate for the proposed type contract.
An in-house review of the level of effort in regards to the technical
' aspects, number of hours, and types of labor required for the proposed effort will be performed by the USHRC. Therefore, the RFP and the contractor's cost proposal is enclosed for your perusal. You are requested to review all cost areas detailed on the Optional Form 60 for all tasks and the basis thereof with the exception of profit.
In submitting your report, any discussions with the contractor pertaining to the existence of discrepancies or mistakes of fact in the proposal j should be included.
