STATUS ON RESOLUTION OF COMANCHE PEAK CIVIL / STRUCTURAL ALLEGATI0!is Over a period of three months since July 1984. I have assisted Mr. L. C.

Shao. Deputy Director. DET/RES in managing a tear.; of civil and structural experts at the Comanche Peak piant site and engaged in resolving some 56 allegations. I also assisted Mr. Shao in making presentations to H.

Denton and E. Case on Septer:ber 17, 1984 and the Texas Utilities Electric Corrpeny on September 18, 1984 on civil / structural open issues identified by the civil / structural team. The open issues mean items that may have potential safety significance and require action on the part of the u tility. The following are the subjects of the civil / structural open m

issues. Also enclosed are the descriptions of the issues and the viewgraphs used by Mr. Shao in the meetings on September 17 and Septecber 18. 1984.

(1) Reinforcing steel omitted in the reactor cavity.

(2) Falsification of concrete compression strength test results (3) Maintenance of air gap between concrete structures.

(4) Seismic Design of Control Room Ceiling Elernents.

(5) Unauthorized cutting of rebar in the fuel handling building.

It is prot.able that the Comanche Peak ASLB will hold future hearings on sorne or all of the above identified open issues.

If the ASLB hearings are held, cy active participation addressing the issues will be recuired. Also r.y continued effort, on a part-time basis, in cor'pleting the subject task will be needed. The entire effort is esticated to last until the end of 1904.
