SUBJECT:

TRANSMITTAL OF REPORT ON THE NRC STAFF'S SEISMIC DESIGN MARGINS As per our previous communications, the combined ACRS Subcommittees on' Extreme External Phenomena, Structural Engineering, and Diablo Canyon will meet on March 21-22, 1985. The topics to be discussed are the NRC's seismic design margin programs and PG&E's Long Term Seismic Program Plan for Diablo Canyon.

I have already sent you the documentation of PG&E's Long Term Program Plan (Ref: February 21, 1985 letter from R. Savio to Distribution).

I have enclosed a February 22, 1985 letter from J. Richardson and J. Knight to R. Fraley which provides I would background on the NRC Staff's seismic design margin programs.

note that the cover letter and parts of the enclosed letter was written in November 1984 and provided to the ACRS in draft form prior to the preparation of the ACRS's 1985 annual report to the Congress on the RES research program.

Some of the introductory material in the letter has not been revised since and as a result sounds a little outdated. The technical material has been revised and is current.
