ATTN: Mr. Sam C., Brown, Jr. .

Vice-President, Power Station Engineering and Construction , .

P.O. Box 26666 Richmond, Virginia 23261 *

Dear Mr. Brown:

By letter dated April 29, 1977 you informed us of your plans to institute a corrective progrem to reduce problems associated with fouling and corro-sion of the Bearing Cooling Water and Service Water Systems at the florth

- Anna Power Station, Units llos. 1 and 2. Your letter included a brief description of the anticipated environmental impact of the propased cha.nge. ,

The Addendum to the Final Environnwntal Statement for !! orth Anna Power Station, Units t!os. I and 2 includes a condition which states, ,

"Before engaging in additional construction or operational activities -

which may result in an environmental impact that was not evaluated by

- the Commission, the licensee will prepare and record an environmental evaluation of such activity. When the evaluation indicates that such i

activity may result in a significant adverse environmental impact '

that was not evaluated, or that is significantly greater than that .

  • evaluated in the FES or any addendum thereto, the licensee shall pro-

- vide a written evaluation of such activities and obtain prior approval from the Director, Office of fluclear Reactor Regulation." -

l The information included in your letter indicates that the proposed ' '-  !.

corrective program would result in an environmental impact. However, the ,

. ' infonnation protided is not sufficient to permit us to determine the sig-nificance of the environmental impact. Consequently, we request that you provide.the information requested in Enclosure 1 to this letter in order that we'may verify that a significant environmental impact will not result from this activity.

Sincerely, l

1. Explain more fully how the cleaning of fouling and corrosion products ,

from both systems will be accomplished. Provide the comercial and chemical names of all compounds being used. Indicate the amounts to

  • be used and method of disposal of cleaning wastes. [

2. Estimate the concentration of total phosphorus (including phosphate, l-ortho-phosphate, and polyphosphates) and free chlorine at the point of discharge to surface water. Also provide the average flow of the discharge. Indicate the total number of pounds expected to be dis- -

charged annual.ly. Estimate the effect on concentration due to accumu-

. . lation in the Lake. Indicate expected effect on, eutrophication. ,

3. It is stated in your letter that during worst conditions the residue i from the blowdown will contain 10 mg/l (ppm) of PO4 and .5 ppm free ,

residual chlorine at a pH of 6 to 8.5. How often will these worst i conditions be expected? Also provide the average flow rate of these discharges. ,
