SUBJECT:

NRR TASK GROUP - QUANTIFICATION OF SEISMIC DESIGN MARGINS On January 11, 1983 the ACRS, in a letter to Chairman Palladino, indicated the need for increased attention to seismic risk and the need for generic studies relating to seismic risk. In response to a request for comments from Commissioner Ahearne, we indicated in an April 4,1983 from William Dircks that NRR would take the lead in planning and coordinating activities related to seismic design margin study programs.

Since April we have discussed this issue further with ACRS during OL review meetings for several sites. Due to the press of other activities, however, we have not made a concerted effort to develop a consolidated program in order to be responsive to the ACRS. The ACRS has called a meeting of its Extreme External Phenomena Subcommittee for December 8 and 9,1983 in San Francisco to discuss this issue and they anticipate active staff participation at that meeting. This issue has also been made a pi.rt of TAP A-41 and we have committed to provide a program plan in November.

In order to provide the necessary effort and focus for this activity, I an establishing a Seismic Design Margins Working Group. This group will be composed of one senior person from each of the branches under my

. supervision and one from DL. In addition, I request that Ted Sullivan also be assigned to assist in this activity. The group will coordinate with ORES as necessary and may solicit participr. tion of a liasion member from ORES. Because of his experience in dealing with the overall seismic risk question, I have designated Bob Jackson to serve as Chairman of the group. This effort will be assigned a high priority and I will appraise you of the staff resource requiremants after the group meets and assesses the situation.
