SHEARON HARRIS - ALLEGED CONSTRUCTION DEFICIENCIES (CASE N0. RII-84-A-0143)

I have completed an initial review of the subject case. Based on my review, I have identified the following technical issues for follow-up by inspectors from my section:

(1) Construction activities affecting steam generator feedwater pumps and related piping (pages 5-8 of the affidavit)

(2) Hanger inspection problems (pages 10-13 of the affidavit)

The one remaining area of technical concern appears on page 15 of the affidavit, where the alleger refers to " speed letters" and quality documents in his posses-sion. I feel that it is important that the alleger be interviewed in the very near future by a representative of my staff in conjunction with an investigative coordinator to document all of the alleger's concerns.

SAFETY OF SHEARON HARRIS NUCLEAR POWER PLANT TO BE INVESTIGATED j

An investigation into worker allegations of Quality Assurance deficiencies at the Shearon Harris Nuclear Power Plant was announced today by representatives of the Washington D.C.-based Government Accountability Preject (GAP) and local citizens' organizations con-corned about safety at the nuclear plant. The plant is now under construction about 17 miles south of Raleigh. The Nuclear Regulatory i i

" Based on our review of the NRC record and the experience of workers including Chan Van Vo we see strong evidence of programmatic breakdown in the Quality Assurance system at the Shearon Harris Nuclear Power Plant," Guild concluded.

Attorney John Runkle, who represents the Conservation Council of North Carolina as intervenors in the NRC's licensing hearings stated:

"We welcome this investigation by GAP. We will ask the NRC Licensing Board to fully consider Chan Van Vo's testimony. Only last month CP&L executives E.E. Utley and M. A. McDuffie assured the Licensing Board that worker safety concerns are encouraged and all are fully investigated. Mr. Van Vo's experience directly contradicts this CF&L testimony."

The Government Accountability Project is a public interest organ.

An investigation into worker allegations of Quality Assurance deficiencies at the Shearon Harris Nuclear Power Plant was announced today by representatives of the Washington D.C.-based Government Accountability Project (GAP) and local citizens' organizations con-cerned about safety at the nuclear plant. The plant is now under construction about 17 miles south of Raleigh. PURPOSE: To brief on status of case. Chronology discussed. ALGR's DOL & EE0 complaint reviewed. Regional Administrator directed that OI be requested to provide assistance in interviewing ALGR. If information is developed which warrants an OI investigation, such will be requested. BEMIS was directed to ensure that ASLB is aware of information. URYC to contact ALGR's attorney and arrange for interview. BLAKE and one other technical inspector will assist in interview to develop ALGR's technical concerns. LANKFORD will attend interview. Lead in interview will be by OI who will also be requested to provide -

court reporter to document entire interview. RA directed that this issue be fully developed within four weeks.
