SUMMARY

OF AUGUST 28, Ia'N MEETING On August 28, 1996, a meeting was held between the NRC and Comonwealth Edison Company (Comed, the licensee) to discuss Zion Station's Improved Standard '

l Technical Specifications (iSTS). Enclosure 1 is a list of the meeting attendees. Enclosure 2 is a copy of the licensee's handout that was provided to the staff.

The objective of the meeting was to determine a success path to bring the iSTS issue at Zion to closure. The licensee sumarized the iSTS submittal history, briefly outlining the assessments and reviews that Comed had completed to ensure '

compatibility of Zion's procedures and as-built configurations with the iSTS.

The licensee comitted to the staff that it would certify, in writing, that the ISTS (including the Bases) represents the as-built configuration at Zion, that it complies with the regulations, and that it is consistent within itself.

Comed reviewed the major issues still outstanding that needed to be resolved to '

make the final major submittal. It was agreed that Comed would make a best l effort to issue this final major submittal by September 9,1996. The final  ;

major submittal was issued on September 13, 1996. The staff and the licensee )

recognized that there would be one additional submittal to incorporate l amendments that would be issued in support of the Fall 1996 Unit 2 refueling outage. However, this additional submittal should be primarily to incorporate ,

already approved amendments into the iSTS. The licensee informed the staff of  ;

its intention to implement the iSTS within 60 days after completion of the Unit )

2 refueling outage, but in any case, by March 1, 1997. The staff felt it could support this objective.

The staff questioned whether the licensee had placed iSTS on a high enough priority that sufficient resources were being dedicated to the project to meet )

the remaining comitments. NRC management stated that it may call Zion station management to ensure that resources were available to complete the iSTS project.
