MEMORANDUM'FOR FILE:
On November 14, 1990, Commonwealth Edison Company (CECO) representatives met with the NRC in my office.

Wechselberger, Regional Coordinator, OED0 The purpose of the meeting was to discuss Commonwealth Edison Company's response to the Zion Station Diagnostic Evalua, tion Team (DET) Report, August 1990, Specifically, Commonwealth Edison representatives highlighted their activities r
and corrective actions, resulting from the DET findings.
The attached CECO outline provides additional information, not all of which was discussed in detail.
Discussion topics included:
Nuclear Operation Committee of the Board of Directors, activities and involvement at Zion Station.
Zion Corporate Oversight Committee Consultant's approach to developing a composite picture of the culture present at the station.
Present union situation.
Efforts to hire experienced engineers and increase the licensed operator staff.
New overtime policy.

? I informed CECO that I was concerned with Zion, their_ weakest station and the deleterious effect union / management conflicts may have on safe plant operation; nevertheless, I was encouraged by their progress with the union.
I also asked about their system engineers, emphasizing engineering ownership of plant issues, and special training for supervisors. The recent Quad Cities event was discussed briefly. Jim Sniezek raised some interesting points regarding licensed operator staffing, requalification examination administration and basic reactor theory training.
