SUMMARY

OF FEBRUARY 3,1998, MEETING TO DISCUSS PLANS TO DECOMMISSION ZION NUCLEAR POWER STATION, UNITS 1 AND 2 On January 15,1998, Commonwealth Edison Company (Comed, the licensee) announced their decision to permanently clost Zion, Units 1 and 2. On February 3,1998, the NRC staff met with Comed at a public meeting at NRC headquarters to discuss Comed's plans to decommission Zion, Units 1 and 2.

At the meeting, Comed described their decision to shut down the units as a purely economic decision. Comed is planning to defuel Unit 2 between February 23 and 26,1998. Unit 1 is defue,'ed. In about 90 days the station will begin transitionir:: '.o a shutdown organization. This transition will ultimately reduce staffing levels to approximatr4180 people from the current 800.

Over the next two years this shutdown organization would develop their decommissioning plans, create a ' nuclear laland' within the current facilities, and place the units in SAFSTOR. Staffing would then be reduced further to approximately 50 people. Comed is taking actions to provide career trancition support for their staff and to form an advis n board with members from the local community to address community issues associated w.6, the shutdown of the station.

Comed does not plan to implement the recently lesued improved Technical Specifications (ITS) amendment, including relocating the license conditions involved in the ITS amendment (Amendment Nos.178/165). NRC requested and Comed agreed to document this decision in a letter from Comed to NRC before fuel movement begins. An amendment request withdrawing f

the ITS amendments would be subm,itted later in the first quarter of 1998. Other items Comed plans to submit in the first quarter of 1998 were discussed including: required certification letters, f their requested disposition for npen licensing acCons and activities, additional Technical Specification amendments, a certified fuel hr 'j program, and a schedular exemption request for the next Updated Final Safety Analysis Ry update. Longer-term submittals were also discussed.

Licensed operator staffing after defueling was discussed. Comed stated their intentions to continue licensed operator shift staffing at the level described in 10 CFR 50.54 for it:e condition h

" Units Operating-None" until they implement a Certified Fuel Handler program.
