SUBJECT:

DROP-IN VISIT - COMMONWEALTH EDISON COMPANY On March 5, 1992, at 4:00 p.m., Messrs. J. O'Connor, B. Thomas and C. Reed of Commonwealth Edison Company (Ceco) met with Messrs. J. Taylor, J. Cniezek, B.

Davis, T. Murley, J. Partlow, J. Scinto and G. Grart of the NRC to discuss items of mutual interest regarding performance of Ceco nuclear power plants.

General topics included the performance of the Zion and Dresden stations,' the recent placement of the Dresden station on the NRC's problem plant list, and Ceco's plans to improve the performance of their nuclear power plants.

Mr. O'Connor began with a discussion of corporate finances, the effects of an overall 5% corporate budget cut precipitated by a recent rate action, and the overall 0&M budget. He indicated that the older nuclear plants (Dresden, Quad Cities and Zion) would be receiving an additional $25M beyond the original

. budget amount as follows: $10M to ENC (engineering and construction), $7%M to Dresden, $5M to Quad Cities, and $2%M to Zion. Mr. O'Connor indicated that the 1993 budget also had an additional $25M for these plants. Mr. O'Connor indicated that Ceco was committed to sufficient funding at thess plants to ensure improved performance.

Mr. O'Connor addressed refocusing senior Ceco management attention to the operating nuclear power plants.

He indicated that to improve management attention to these plants his senior managers would be reducing their involvement in various industry activities.

This would serve to increase their available time for plant operations. Mr. Partlow observed that even with these changes'the available time per unit for the vice presidents would be low.

A general discussion of Ceco corporate management structure and responsibilities was provided by Mr. O'Connor and Mr. Thomas including depth of management and the need to look outside Ceco. Mr. O'Connor indicated that this last item whs being looked into but that he felt that the right people

were already in the organization.

Mr. O'Connor addressed the need for improved communications at CECO.

He indicated that while he felt that Mr. Thomas and Mr. Reed were doing well in this area he also felt that he hadn't done enough in this area, particularly with the Regional Administrator (Mr. Davis). He indicated that he, Mr. Thomas and Mr. Reed would be visiting the plants about once per quarter and that these visits would be more than just " ceremonial" appearances.

2 Mr. O'Connor addressed self-assessment including the make-up and activities of the Ceco Board's Nuclear Oversight Committee. He indicated that Ceco needed to be more proactive and predictive in its approach to assessing performance.

He also indicated that Ceco's corporate goal wasn't just to get Dresden and Zion off of the NRC's problem plant list but to be much better.

Mr. Thomas and Mr. Reed also discussed efforts to improve the effectiveness of corporate assessment and feedback. Mr. Davis discussed the fact that the NRC's assessment of events and deficiencies at Dresden significantly preceded Ceco's efforts,in this area. Mr. Reed acknowledged this and admitted that their self-assessment program was too much of a " lagging" indicator.

Mr. Sniezek asked if Ceco had considered developing an internal group dedicated to performing diagnostic evaluations. Mr. Reed indicated that Ceco hadn't but was expending some initial efforts in similar areas.

Mr. Taylor discussed the NRC's overall concerns with both Ceco and Dresden performance and with the impact of having two sites on the NRC's problem plant list. He also discussed the NRC's concern with the number of events at Dresden and Ceco's inability to foresee or diagnose the events or their root causes. Mr. Taylor discussed the need for total corporate commitment in resources and leadership in order to improve performance at Ceco's troubled sites and get those 31 ants off of the problem plant list.

Dr. Murley discussed the view t1at CECO corporate must adequately support the individual site managers including encouragement of active assessments of. plant needs and open communications with the site managers.

In his closing remarks, Mr. Taylor stressed the need for CECO to aggressively determine and correct the problems that caused Zion and Dresden' performances to degrade.

The meeting adjourned at approximately 5:15 p.m.
