OF MEETING CONCERNING Pl.ANS AND PREPARATIONS TO '

IMPLEMENT THE ZION IMPROVED TECHNICAL SPECIFICATIONS i

On January 13,1998, the NRC staff met with Commonwealth Edison Company (Comed) at a public meeting at the Zion Station taalning facility to discuss Comed's preparations to implement i

the Zion improved Technical Specifications (ITS). The Zion ITS were approved by license

! amendment dated December 19,1997, which requires implementation before Unit 2 enters Mode 4, i

i At the meeting, Comed described the ITS training that has bean completed for operators, i

managers, and engineers. Comed a.*o described other preparations for implementation including: controls over relocated requirements; procedure and surveillance readiness; follow-up to industry experiences with ITS implementation; and reviews, self assessments and audits

! related to readiness to implement the Zion ITS. The major items remaining to be completed by Comed before implementation include, verification of the relocation of certain items from current Technical Specifications to licensee controlled documents, completion of remaining procedure i

revisions, and an audit and several checks on readiness to implement.

l No concems were identified with Comed proceeding with implementation following comnie; ion of l

their planned preparations. Comed has scheduled implementation of the Zion ITS for =iarch 20, 1996.

' A list of attendees is provided as Enclosure 1. .\ copy of the handout provided by Comed at this meeting summarizing the licensee's presentation is included as Enclosure 2.

Subsequent to this meeting, on January 15,~ 1998, Comed announced that they were -

permanently ceasing operations at Zion N 3ar Power Station, Units 1 and 2. Because operations have ceased, Unit 2 will not enter Mode 4 and implementation of the ITS is not required. During a Febrt.ary 3,1998, meeting between Comed and NRC, and by letter dated l
