Special Report - Emergency Diesel Generator Day Tank Fire System Inoperable

Dear Sir:

Ithasbeenidentifiedthatkheinoperablefiresuppressionsysteminthe emergency diesel generator day tank area required a Special Report in accordance with Technical Specification (T.S.) Section 3.12.C.b.

The sprinkler system has been declared inoperable since 2/8/84 when the once/ cycle surveillance test failed. At that time, the appropriate T.S.

action of establishing a fire watch was completed and an Engineering Support Request (RFO 6076) was written to investigate the problem. The Fire Watch will be maintained until the system is restored to operable status. In addition, portable fire suppression equipment is available if required.

Cause of the failed surveillance was determined to be an inadequate design of the sprinkler system initiation logic. Corrective action includes a modification to that logic (Ref.: FRN to PDC 83-49) which is scheduled to be implemented in the Summer of 1985.

Cause of this Special Report being subnitted late is personnel error which occurred when a review of the 2/8/84 sprinkler system problem report did not identify the need for a Special Report. The late report is considered an isolated incident.
