Attention: Mr. L. O. Hayer General Duperintendent of Power Prodaction Change No. 16 License No. DPR-11 Centlement This refers to your letter dated July 23, 1968, stating that all fue'l has -

been removed from the Pathfinder reactor and placed in the fuel storage pool and that you desire to postpone that next Class A containment

( leak rate test until just prior to fuel reloading. We have designated ,

your letter as Proposed Change No.16 to the Technical Specifications of License No. DPR-11.

Since the Pathfinder reactor is now shut down and since you state that the containment leak rate test vill be performed prior to rela *Mna the reactor, we have found that the proposed postponement of the test does not present significant hazards considersticus not described or implicit

- in the safety analysis report, and that there is reasonable assurance that the health and safety of the public will not be endangered.

Accordingly, pursuant to Dection 50 59 of 10 CrR Part 50, you are authorized to postpone the leak rate test of the Pathfinder Reactor containment building until you are ready to re-load the reactor following the current shutdown.
