. Minneapolis .2, . Minnesota Attention: Mr. Hibbert Hill Vice P msident - Engineering Centlement Transmitted herewith is Amendment No. 2 to Provisional Operating License No.,DPK-11. The amendment, in accordance with the application / dated February 4,1965, authorizes receipt, possession and use of 32,000 curies of antimony to be used in four antimony-beryllium neutron sources.

( Also enclosed is a copy of a Notice of Issuance of racility License Amendeent which has been submitted to the Office of the rederal Register for publication, and a copy of the related Hazards Analysis.

In order to enable you to operate the Pathfinder macter with up to four antimony-beryllium sources, Change No. 4 to the Technical Specifications of Provisional Operating License No. DPR-11 also is hereby authorized.

On the basis of the infomation submitted in support themof, we have concluded that change No. 4 does not pasent significant hasards consid-erations not described or implicit in the hazards summary report, and that them is masonable assurance that the health and safety of the public will not be endangered.

In view of the fomgoing, Section 5.5.2 and the first paragraph of Section 7.5.1.5 of.the Technical Specifications am hemby changed to read as follows:

"5.5.2 Operating Source l Type Antimony-beryllium 1 Quantity Up to 4 Location Superhgater Minimum Initial St M ngth 5 x 10 neutrons /sec, each A. shall be located in the center of the beryllium cylinder. The dimension of the assembly shall be as follows:

" 7. 5 .1. 5 Insertion of Reactor' Source 'and ' Refueling Test Paparatory to further testing, the antimony-beryllium reactor source (s) shall be loaded in the superheater and the plutonium-beryllium sources removed. The n actor vessel shall be completely filled including the super-heater steam passages during this operation. Reference core criticality shall be repeated to correlate the regular instrumentation indication to known conditions."
