Attention: Mr. Hibbert Hill Vloe President - Engineering Gentlemen By application dated February 5,1965, the Northem States Power Company has aquested authorisation of a change in the Technical Specifications

• to License No. DPR-11 This request, which we have designated Proposed Change No. 3, would allow re-scheduling of the integrated leakass rate testing of the mactor building at the Pathfinder Atomic Power Plant.

On the basis of our meiew of the infomation submitted we have concluded -

that change No. 3 does not present significant hasards considerations not described or implicit in the hasards susmary report and that them is masonable assuranos that the health and safety of the public will not be endansend. A misted hasards analysis is attached.

Accordingly, the fint paragraph of the Technical Spoolfloations to License No. DPR-11 is hemby changed to med as follows:

"3. 7. 2( f) Integrated leakage rate tests of the mactor building shall be perfomed at 'least ones every 18 months enoopt that the leakage rate test mquimd to be perfomed by May 18, 1965, may be nocheduled so that the test can be perfomed after plant modifications for full power 4 operation but befon any mactor operations after the modifloations."
