By application dated May 24, 1965, the Northern states Feuer Company requested authorisation of a change in Technical specifications to License No. DPR-11. This request would allow the maximum reactivity insertion rate to be increased for research and development testing of the reactor. This change was requested because testing has indicated that certain control rod configurations could result in reactivity insertions in excess of those presently authorised.

On the basis of our review of the information submitted we have concluded

( that Change No. 5 does not present significant hasards considerations not described or implicit in the hasards summary report and that there le

  • reasonable assurance that the health and safety of the public will not be endangered. A related Safety Evaluation is attached.

Accordingly, the third paragraph of section 3.0 of the Technical Specifica-tions is hereby changed to read as follows:

"During the experiments with the slab array, the maximum possible reactivity addition rate shall be no greater than 40 cents per second.

During Phase I and Phase 11 emperiments (other than slab array), the manimum reactivity insertion rate may be as high as 25 cents per second provided that either channel 5 or 6, by itself, is capable of serasseing the reactor."
