Docket No. 50-219 License No. DPR-16 The Oyster Creek Technical Specifications. Section 4.6, 5(3) states that the Environmental Program described in Section B.II.6 of Amand= ant 65 of the Application for a Rosetor Operating License shall be conducted and that the sampling frequencies to specified in Table B-II-1 of Amend-ment 65 shall be adhered to as closely as conditions petuit.

Table B-II-1 of the above stated reference requires that film badges measuring atnospheric radiation (radiogas) be changed every four weeks.

Contrary to this requirement, film badges were not chanced from Attcust M,1971 to October 26, 1971, a period exceedint four weeks.

Table B-II-1 of the above stated reference requires that air par-ticulate samples be taken fron five locations.

4 Contrary to this requirement, it was observed that steples were taken from Icas than five locations during, nunerous periods fron May of 1969 through December of 1972. It was specifically noted that Station AP-3 was inoperable from September 28, 1971 through August 3,1972 (a period of approxicately ten months) and Station AP-5 was inoperable from Septea6er 14,1971 through July 17, 1972 (a period of approximately ten nonths).

Table B-II-1 of the above stated reference requires that air part-iculate filters be changed every two weeks.

2 Contrary to this requirement, it was observed that when air samplers were operable, filters were changed at intervals exceeding two weeks i

in several instances fron May of 1969 through December of 1972.

Table B-II-1 of the above stated reference requires that each air particulate filter changed at a two week interval be analysed for gross beta activity with a gross alpha analysis being perforned on the filters once every twelve weeks.

Contrary to this requirement, it was obserted that, when air esmplers were operable and filters were available for analysis, gross alpha analysis were either omitted or performed at a frequency exceeding twelve weeks.

Table B-II-1 of the above stated reference requires that soil esm-l ples be taken from five locations every four weeks.

Contrary to this requirement, no soil samples were taken from October 11, 1969 to December 6,1969 and from August 30, 1971 to 4

October 25, 1971, both time intervals exceeding four weeks.

Table B-II-1 of the above stated reference requires that vege-tation be sampled from five locations every four weeks.

Contrary to this requirement, no vegetation was sa pled from Au-4 guet 30,19'1 to October 25, 1971, a period exceedine four weeks.

In addition, various venetation samples were omitted for the period of September throur,h December of 1969.

Table B-II-1 of the above stated reference requires that rainwater be sanpled from five locations every four weeks.

(several months) fron May of 1969 through December 1972. It was specifically noted that only one domestic water sample was taken from Location WW-19 for the years of 1971 and 1972.

Table B-II-1 of the above stated reference requires that samples of domestic water be analysed for Uranium, Tritium, K-40 Ra-226 and Ra-228 every twelve weeks.

Contrary to this requirenent, it was noted that, when samples were collected..these analyses were of ten omitted or, if performed, were performed at intervals exceeding twelve weeks.
