Dear Ms. Robinson:

Pursuant to the Freedom ofInformation Act,5 U.S.C. 522, as amended, and 10 CFR 9.8 of the Commission's regulations, the Citizens Resistance At Fermi Two (CRAFT) request the following documents regarding the impact of the releases of radionuclides from the Fermi 2 nuclear power plant on Laguna Beach, Michigan, by its waste

stream into Lake Erie. Please consider " documents" to include reports, studies, test results, correspondence, memoranda, meeting notes, meeting minutes, working
papers, graphs, charts, diagrams, notes and summaries of conversations, interviews, computer records, and any other form of written communication, including internal NRC staff memoranda. In your response, please identify which documents are available, but are not being forwarded to us. Also, please provide a list of people to which this request was forwarded.

Pursuant to this request, please provide all documents prepared or utilized by, in the

possession of, or routed through the NRC related to
1. the reporting submitted to the NRC by the Detroit Edison Company regarding the discharge into Lake Erie as permitted either under the NPDES permit, MI0037028, or under NRC Docket 50-341;
2. the correspondence submitted to the NRC by the Michigan agency or agencies with oversight of NPDES permit, MI0037028, or any such corresponding permit issued to NRC Licensee 50-341; 3 the inspection reports (including warmng and violations) issued to the Fermi 2 management from the NRC resulting from the Fermi 2 nuclear power plant discharges into either Lake Erie, Swan Creek, or the over-flow canal; i

;4. all correspondence issued by the NRC to the EPA and its agreement

' state agency regarding Fermi 2's NPDES permit MI0037028, and/or any discharge permit issued under Docket 50-341, by the NRC;

5. all correspondence between the NRC and the EPA,'the Michigan Department of Natural Resources, or the Detroit Edison Company regarding the renewal of the National Pollutant Discharge Elimination System (MI0037028) issued to the Fermi-2 Power Plant.

CRAFT is a non-profit organization serving local residents concerned about contamination to Lake Erie and providing information j to the general public.
