_ a s,.~ j-The Midland Seccion has completed a review of the Stone and Webster proposal submitted by Consumers Power _ Company _ le_t_ter_ to J. G. Keppler dated April 6, 1983. The plan as written # appears-to meet the requirements to be able to provide a proper approach, schedule, and organisation to assure proper ioverview of implementation of the CCP while maintaining a third party status.

The weekly and monthly progress reports appeas tn.be adequats to keep the NRC informed. The NRC staff will-elee have the opportunity to ats M the site daily meetings.

This memorandum therefore constitutes approval of Stone and Webster proposal for program content. The competence and independence review is being accomplished by a separate Region III office.

1 Dear Sirt The Nuclear Regulatory Commission's Region III staff has completed its review of the independence and competence of Stone and Webster's staff (as identified) to conduct the " Third Party Construction Implementation Overview" of your Midland facility. We have also reviewed Stone and Webster's proposed program.

We find your use of Stone and Webster to perform this assignment to be acceptable and to be consistent with the independence and competence criteria outlined in the Commission's letter of February 1, 1982 to Congressmen Ottinger and Dingall. The S&W program as written meets the requirements to be able to provide a proper approach, schedule, and organization to assure proper overview of implementation of the CCP while maintaining a third party status. The weekly and monthly progress reports should be adequate to keep the NRC informed. The NRC staff must have the opportunity to attend the site daily meetings.

This letter is your approval to permit S&W to complete their work on l

this project.
