SUBJECT:

VICTOREEN, INC. RADIATION MODULE DEFICIENCIES The Region IV Vendor Inspection Branch conducted an inspection of the Victoreen, Incorporated facility in Cleveland, Ohio, on November 1-5, 1982.

The inspection was made as a result of a Consumers Power Company 10 CFR 50.55(e) report concerning quality program and manufacturing deficiencies applicable to radiation monitoring equipment for the Midland Nuclear Power Station.

Your inspectors determined that the Victoreen, Inc. QA program failed to meet certain NRC requirements.

In response to the Region IV inspection report, Victoreen, Inc. stated, in their letter dated February 11, 1983, that an evaluation had been made to determine if the deficiencies with their workmanship standards constituted " defects" in accordance with the criteria specified in 10 CFR 21.

J It is not clear to us, from review of the Region IV inspection report (No. 99900377/82-01) and Region IV letter to Victoreen, Inc. dated March 17, 1983, whether Region IV agreed with Victoreen's evaluation that the identified deficiencies did not constitute " defects" per 10 CFR 21.

We would appreciate a clarification regarding this matter.
