Dear Dr. Smith:
This is in re.ponse to your March 23, 1983, letter concerning quality assurance (QA) and manufacturing deficiencies at Victoreen Incorporated and their possible effect on nuclear power plants in the State of Michigan.
As a result of a September 17, 1982, Consumers Power Company (CPC) telephone conversation with this office, we requested the NRC Region i
IV Vendor Program Branch to perform an evaluation of Victoreen's QA program and specific deviations from Victoreen workmanship standards identified by CPC and Bechtet.
The Region IV inspection was conducted November 1-5,1982, at Victoreen.
In response to the Region IV inspection report dated January 19, 1983, Victoreen, by letter dated February 11, 1983, proposed corrective actions for identified problems and conducted an internal review of the specific deviations from Victoreen workman' ship standards to determine if a " defect", as defined in 10 CFR 21.3(d),
existed with the equipment. Victoreen's evaluation resulted in a finding that no " defect" existed and concluded that no substantial safety hazard as defined in 10 CFR.Part 21 existed due to.the identified deviations from workmanship standards. Based on the modules and components examined at Victoreen, Region IV's preliminary assessment did not find sufficient basis to question Victoreen's evaluation under Part 21.
However, Region IV is continuing their examination of this issue and we wiLL inform you of their conclusions.

The affected modules for the Midland Plant are being replaced because they did no,t meet Victoreen's acceptance criteria primarily l
regarding so!.dering. These new modules wiLL be inspected by Victoreen and CPC. Region III wiLL' monitor CPC's actions.
Pegion III inquiries into this matter at other Michigan power reactor facilities found either awareness of the' problems identified by CPC or non-receipt of any Victoreen monitoring equipment. Victoreen monitoring equipment has been received by D.C. Cook, Big Rock Point, and Palisades. QA organizations of these facilities informed us that they inspected their equipment and did not find problems similar to these found at Midland.
Fermi has received no Victoreen monitors.
