A new Project Quality Control Instruction (PQCI P-2.30) is being developed to provide a clear definition of the inspection and documentation j
requirements for the performance of QC inspections of supports during i
system turnover.
2.
The new PQCI is presently under review and it is expected that MPQAD will 3
approve the instruction by December 1,1982.
It is expected that training i
and certification of inspection personnel will be completed by January 1, 1983.
i 3.
Commencing January 1, 1983, the new PQCI will be implemented in the following manner:
a.
Supports installed prior to 1/1/81: The new PQCI will be accomplished on these supports in the following manner:
(1) Supports in systems turned over prior to 1/1/83 will be reinspected in approximately twenty-nine weeks.

(2) Supports in systems turned over on or after 1/1/83 will be i
reinspected in conjunction with QC inspections accomplished during the turnover process. CPCo Test Schedule, Revision 11 modified by Project Schedule Change Notice (PSCN) Number 16 identifies the schedule for the Midland Plant Functional System Turnover.
b.
Supports installed on or after 1/1/81: The new PQCI will be accomplished on supports in the following manner:
(1) The new PQCI will be accomplished on a sampling basis on supports-in systems turned over prior to 1/1/83.
MIL-STD 105D sampling techniques will be utilized. Sample size will be determined using General Inspection Level II, single sampling and an AQL of 0.065.
Supports to be inspected will be selected at random by using a randois number generator. Failure of any characteristic on the inspection plan will result in a failure of that support. Support failures equal to'or exceeding the reject criteria of MIL-STD 105D, AQL 0.065 for the particular sample size will result in rejection of the lot and will result in reinspection of all remaining supports.
It is estimated that the reinspection of the sample will be completed approximately two weeks after completion of the reinspections identified in Item 3.a (1).
Failure of the' sampled lot will require reinspection of the 4
-remaining supports in the lot and it is estimated that this will add another nineteen weeks to the schedule.
(2) The new PQCI will be accomplished on all supports in systems turned over on or after 1/1/83 in conjunction with QC inspections accomplished during the turnover process. Turnover schedule is as noted above, Item 3.a (2).

With regard to the schedule for Laplementation of the support reinspection the following should be noted:

The schedules identified in Items 3.a (1) and 3.b (1) are based on the projected number of supports turned over by 1/1/83 and are, therefore, j
subject to change.

The schedules identified in Items 3.a (2) and 3.b (2) provide for the reinspection of supports based on system turnover. This schedule i
results in the turnover of approximately 15 to 20 Q systems each month and provides for a planned and orderly reinspection process.
