BOARD NOTIFICATION (82-98) REGARDING QC REQUALIFICATION PROGRAM Enclosed for your information is a Confirmatory Action Letter dated September 24, 1982, regarding problems in the remedial soils quality control (QC) requalification program identified by NRC Region.III personnel. This information is considered to, be potentially relevant to quality assurance issues before the Board for the Midland Plant, Units 1 and 2.
In a letter dated September 17, 1982, Consumers Power Company sumarized measures being implemented to assure successful implementation of soils work activities.
The measures are intended to improve QC performance, in part, by creating an integrated organization with single-point quality accountability under the Midland Project Quality Assurance Department.
As part of this integrated organization, Bechtel QC personnel were to be requalified to the standards established for Consumers Power Company QC personnel.
Observations by Region III personnel during this requalification dnd reCertifiCation process revealed shortcomings in the program.

The enclosed Confirmatory Actfon Letter is the first step of the NRC's response to these shortcomings.
