RESPONSE TO LETTER ON GINNA ACCIDENT Enclosed is a response to that portion of the May 22, 1982 letter from Janie Barton dealing with emergency preparedness as related to the steam generator tube rupture accident at the Ginna Nuclear Plant on January 25, 1982. This response was prepared by the Emergency Preparedness Licens;ng Branch in conjunction with the Emergency Preparedness and Program Support Branch of NRC Region 1.

,i Response to_Jetter on Ginna Accident Radiological emergency plans for the Ginna Nuclear Plant have been developed by the licensee, Wayne and Monroe Counties, and the State of New York. A prompt alert and notification system consisting of a combination of sirens and tone alert radios has been estab'lished in accordance with regulatory criteria for the plume exposure pathway Emergency Planning Zone, an area within about 10 miles of the plant. A study has also been performed of the estimated times to evacuate the population within 10 miles of the plant.

Evacuation is considered one of several protective actions available to decision makers in the event of an emergency at the Ginna plant.

Emergency plans have also been developed for the ingestion exposure Emergency R.lanning Zone which extends for 50-miles around the plant. The licensee, local, and State emergency plans were tested in an integrated manner during.3 i

fu_llscale exercise on Jaruary 21, 1982, which was observed by representatives of the NRC, FEMA and other agencies. These same emergency plans functioned effectively during the steam generator accident on January 25, 1982.
