Early this s ear, the utility servicing our supermarkets in the Rochester
{ Q area; Rochester Las & Electric, was forced to shut dova its Cinna nuc16:e 4 Qd plant breause af operational difficulties. Because of that shut down, the utility was fo:ced to purchase higher priced fuel and as a result, our energy ~
bills also increased.
Since the " accident" at the pir.nt, operation has again begun.

Ity concern results from the fact that each eine the plant is down, our energy costs increase. If the dif ficulties at the plant resulted frem maintenance deficiencies, I would question the utilities ability to pass or, cost increases to the customer.
Could you please supply me with some information regarding your pro-cedures for " accidents" such as these.
Is a repore available from you which explains the reason for the shutdown? If the utility is at fault, is the utility directed to refund any cost increase they may have passed on to the consumer or must the customer file a request for a refund?
