COORDINATION OF NPR AND REGION 11 ACT!V! TIES /NORTN AhNA, UNIT 1 (NA-1) STEAM GENERATOR TUBE RUPTURE (SGTR)

As you are aware, NA-1 experienced an SGTR on July 15, 1987 The tube rupture on the cold leg side at the 7th support level of SG "C" raises questions and (2) g SG surveillance both from the standpoint of (1) restart o regardinthe generic implications for the industry.

An AIT was fonned on Jaly 17, 1987 to investigate this event.

The team was composed of members from Region 11 and NRR. As you are aware, the NRR AIT members included the Project Manager, Leon Engle, and members of your staff:

Mr. H. Conrad, EMTB and Mr. C. Dodd, NRC ORNL consultant.

A copy,cf the July 28, 1987 memorandum is provided in Enclosure 1.

Two of the items specified in the July 1987 memorandum require prompt action on the part of the NRR staff. They are:

ftem (3) Ali Report to be reviewed by R!l and NRR prior to issuance, and item (4) Adequacy of SG repairs prior to restart for NA-1. Regarding item 5. I would like to discuss the generic implications of this SGTR event with you in the near future.

Regarding Item (3) ebove, the draf t AIT report is scheduled to be available for review by August 12, 1987. Review and any comments of this document should be made available to the PM by August 18, 1987 in order that the R!l/NRR AIT report can be issued by August 21, 1987. Mr. H. Conrad and Mr. C, Dodd have already provided their input for the AIT report.

Regarding Item (2) above, the NRR staff must provide an SER regarding the At a meeting adequacy of SG inspection and repairs for NA-1 prior to restart.

The licensee's present schedule shows M inspection and repairs will be completed and NA-1 ready for 30, 1987 A milestone schedule is provided in Enclosure 2 restart by September to this memorandum.

The milestones are based on the best infortnation available at this time. As specified in the Enclosure, an SER for NA-1 is needed by September 20, 1987 in order to be issued prior to restart for NA-1.

Lawrence C. Shao With the above matters as background, I propose that we meet shortly after the NRR SEP, input has been issued (09/20/87), in order to finalize NRR's management position regarding the SG inspection and repairs and authorization for restart of NA-1.

The Region !! position regarding restart should also be available at that time.
