Docket 50-193 Gentlemen:

This letter will confirm a telephone report made by A. Francis DiMeglio to David Powell, Nuclear Regulatory Commission, February 29, 1984 at 2:50 a.m. The report concerned the failure in the long distance telephone lines between Narragansett and Providence, Rhode Island. These lines transmit burglar alarm and other information (power failure, fire, low water level in pool, high radiation. etc.) from the reactor facility to the monitoring station at the Rhode Island Electric Protective Company.

The failure was caused by flooding of phone company cables during a severe rain storm. During this outage, the burglar alarm and police call buttons to the Narragansett Police station continued to operate.

We sent a qualified member of the operating staff to the facility to begin manual surveillance of the functions normally monitored electron-ically. When he arrived at the facility, he learned that because of the failure he could not telephone the Director and Assistant Director who reside north of the break. Nor could the Director or Assistant Director telephone the reactor facility. After several attempts, a message relay line between the individual at the Center and the Director and Assistant Director was established through the Rhode Island State Police in Portsmouth, Rhode Island.

Telephone service was restored to the Science Center by 8:00 a.m. on February 29, 1984. Burglar alarm and supervisory services were.re-stored by 3:30 p.m. on February 29, 1984.

During the outage-there were no consequences at the facility.
