SAFETY EVALUATION BY THE OFFICE OF NVCLEAR REACTOR REGULATION SVPPORTING AMENOMENT NO. 24 TO l

FAtlllTY LICENSE NO. R-95 RHODE ISLAND ATOMIC ENERGY COMMISSION DOCKET NO. 50-193 1.0 INTRODVCTION By letter dated May 20, 1997, and as supplemented on May 30, July 31, and August 20, 1997, the Rhode Island Atomic Energy Commission (RIAEC) submitted a request for amendment to Appendix A of Facility License No. R-95, Technical Specifications (TS) for the RIAEC research reactor.

The requested changes clarify requirements and correct typographical errors.

2.0 EVALUATION Proposed changes to TS Section 2.2.1 on page 14, Section 2.2.2.1 on page 16, Section 3.2 on page 20, Section 3.3(a) on page 25, Sections 3.7.1.2 and 3.7.1.3 on page 29, Section 3.7.2.b on page 31, Section 3.8 on page 34, Section 4.9.c on page 48, Section 6.4.d on page 59, Section 6.8 on page 62, Sections 6.8.1.c and 6.8.2 on page 63, and Section 6.9 on page 66 are typographical or administrative corrections and, therefore, are acceptable.

The proposed change to TS Sections 1.25.5 and 1.25.6 on page 7 combines definitions for reportable occurrences for radioactive material release within and from radiological restricted areas.

It also specifies limits in accordance with 10 CFR Part 20 and is consistent with the applicable reporting requirements guidance from American National Standards Institute /American Nuclear Society Standard 15.1-1990, " Development of Technical Specifications for Research Reactors." Therefore, this change is acceptable.

The proposed change to TS Section 3.7.2.a Bases on page 31 clarifies the difference between dilution and dispersion factors for effluent calculations.

This change more explicitly disc u ses in the bases for the dilution and dispersion factors, and, tnea fore, is acceptable.

The proposed change to TS Sections 4.4, 4.5, and 4.6.f on p: ige 44 clarifies the requirements for confinement ventilation dilution air flow rate.

It provides additional assurance that proper ventilation system flow rates for effluent release will be maintained and, therefore, is acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves changes in recordkeeping, reporting, or administrative procedures or requirements.

This amendment also involves changes in the installation or use of a facility component located within the restricted ai..

as defined in 10 CFR Part 20 or changes in inspection and surveillance requirements.

The staff has determined that this amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released off site, and no significant increase in individual or cumulative occupational radiation exposure. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9) and (10).

Pursuant to 10 CFR 51.22 impact statement or environmental assessment need be prepa(b), no environmental red in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, on the basis of the considerations discussed above, that (1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously evaluated, or create the possibility of a new or different kind of accident from any accident previously evaluated, and does not involve a significant reduction in a margin i

of safety, the amendment does not involve a significant hazards consideration; (2) there is reasonable assurance that the health and safety of the public 1

will not be endangered by the proposed activities; and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or the health and sataty of the public.
