This letter will confirm the telephone notifications made to W. Kinney on September 7 and 8 concerning the failure of a blow-er which is used to provide uncontaminated dilution air to the reactor building air cleanup system in the event of an accident involving the release of fission products. During normal cpera-tion,-this blower is used as a hood exhaust for hoods not located in'the reactor room.

On September 7, 1983, with the blower operating as a hood exhaust blower, a failure occurred causing the blower to stop at 10:50 AM.

The reactor was operating at full power. Circuit breakers were checked and it was. determined that the blower would not restart.

The reactor was. shut down. Investigation led to the discovery Of a_ shorted. electrical feed wire. Repairs were completed making

.the blower capable of operation. The reactor was returned to operation.

There were no consequences as a result of this failure.
