In accordance with the provisions of 10 CFR Parts 50.59 and 50.90 we are enclosing 40 copies of a requested amendment to license DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant unit 3 (enclosure 1).

The enclosed specifications are needed to accommodate reload 5 cycle 6 operation of Brodns Ferry unit 3 Description of the changes and justification are provided in enclosure 2. In accordance with 10 CFR 50.91(a)(1) the determination of no significant hazards consideration is provided as enclosure 3 This reload is the initial one to be analyzed by TVA. The results of the reload analyses are provided in the unit 3 cycle 6 reload licensing report, TVA-RLR-001, included in enclosure 2. Also included in enclosure 2 is Errata and Addenda No. 2 to the Loss-of-Coolant Accident (LOCA) saalysis for Browns Ferry unit 3 (NEDO-24194A). The E&A reflects the new General Electric fuel type being loaded into unit 3 as part of this reload. Included is detailed information regarding the analog trip system instrumentation being installed on unit 3 Browns Ferry unit 3 is currently scheduled to startup in cycle 6 on May 12, 1984. Approval of the enclosed technical specification revisions is requested by April 30, 1984. This two-week period is needed for preparation and distribution of internal TVA document amendments along with finalizatien and approval of revised plant procedures and instructions based on the new core.

Problems in these areas were experienced by TVA on the recent Browns Ferry units 1 and 2 reloads as a result of untimely NRC approval. We believe that the 14 weeks allowed for this submitthi should be fully adequate for NRC staff review and all required notices.

Also, please inform my staff by February 24, 1984 if you will need any additional information or justification to support approval of our reload.

These proposed technical specifications are being reviewed concurrently by the TVA Nuclear Safety Review Board for Browns Ferry.
